Blue Shield of California’s underwriting department usually takes two to four weeks to finish processing your application. Processing is faster if you have no health issues. If you do have a pre-existing condition, Blue Shield of CA might ask you to provide your past medical records or they may order diagnostic tests to confirm your health status and that will cause delays in processing your submitted application. You can get a temporary elimination rider to waive certain health problems for a year or two.
Your coverage can immediately begin the day after Blue Shield of California approves your submitted and signed application. If you want a specific date for your coverage to take effect, you may request a date within 60 days after you have signed your application. If you decide to select a date within 21 days from the time you signed your application, your billing period will start on the requested date regardless if you have received a letter of approval from Blue Shield of CA.
If you currently have a health care policy, before you decide to cancel that plan, it is advisable that you first wait for the confirmation letter from either Blue Shield of California or HSA for America stating that your application has been accepted and your coverage is in place.

Administering your HSA
Your health insurance plan and Health Savings Account are separate from each other. You need to select either an approved trustee or bank to administer your HSA. On our HSA Administrator page, there is a list of approved banks and trustees that can set up your HSA along with the fees that they will charge you. This will make it easier for you to compare and select an HSA administrator.
